In the matter of the application of Citizens Telecommuni- cations Company dba Citizens Telecom to establish a pre- paid calling card service offering, to eliminate the existing 20 percent early payment discount, and to change the billing increments for business calling cards from one minute increments to six second increments after the initial 30 seconds.
