Finding & Order that, in accordance with Finding 3, it is unnecessary to rule upon the petitioners' application to the extent applicants are seeking a modification of the COCOT rules; that the Commission's previous decision to permit long distance resale from privately-owned payphones is affirmed and further clarified in accordance with Finding 3; that local exchange carriers should not establish service until the COCOT applications are fully completed; that this case be closed of record.
