Against service from and to Youngstown, Ohio, Cleveland, Ohio and Columbus, Ohio and their respective Commercial Zones as of 1/8/85, and Ashtabula, Geauga, and Pickaway Counties, Ohio, unless the origin or destination is a point otherwise authorized herein.
